But it seems far more likely that, if he does leave Vicarage Road, it will be to another Premier League club.

When Atletico Madrid were faced with the same conundrum and it seemed certain Antoine Griezmann would leave, they tied him down to a new deal and heavily reinvested when their transfer ban ended.
